Creates a NameValueCollection from the enclosed dictionary of string keys and string arrays in the specified decorator.

Parameters

decorator IDecorator<IDictionary<string, string[]>>

A NameValueCollection that is equivalent to the enclosed dictionary of string keys and string arrays in the specified decorator.
